Guidelines for Film Makers

The National Institute of Rural Development and Panchayati Raj (NIRD&PR) is India's apex organization for undertaking research and training in various aspects of rural development, is proud to announce its upcoming film festival themed “75 Years of Rural Life in India.” This festival with a difference provides an opportunity to edit films and present an innovative canvas that captures the profound…transitions in rural Indian life over the past 75 years through the creative lens of filmmaking. This initiative seeks to educate and provoke thought by analyzing changes three distinct categories family life, society, and economic systems through cinematic representations and has no profit motive.

Participants from India are invited to submit original contributions of edits focusing on the following themes:
  • Family Life
  • Society
  • Economic System
Each participant may submit a film for one theme only. Multiple submissions across themes by a single participant will result in only one entry being considered, selected at the discretion of the judging panel.

  1. Film Length and Content:
    • Films should be between a minimum of 7 minutes to a maximum of 15 minutes only.
    • Films may incorporate clips, posters, images, screenshots from any existing films which convey the said themes, creatively edited to form a cohesive narrative with original narration and original music.
    • Clips from any single film should not exceed 15 seconds in total, with no continuous clip longer than 3 seconds from a specific scene of the film.
    • All film clips must be devoid of original sound, original dialogue, or music. Voice-overs, narrations, and background music should be original and self-composed.
  2. Copyright and Usage:
    • Submissions must adhere strictly to copyright laws. No copyrighted music or song may be used. If displaying a song, only a 3-second visual clip is allowed without the original music, overlaid with self-made original narration or self-made original music.
    • NIRD&PR is not responsible for any copyright infringement caused by any individual participating in the film festival.
    • Each film clip would be a non-commercial, educational case study only, devoid of any intent for commercial distribution.
  3. Technical Specifications:
    • Films must be submitted in Full High Definition (FHD) with a resolution of 1920 x 1080 pixels, in a 16:9 aspect ratio.
    • Submissions must ensure high-quality audio without disturbances. Poor audio quality will lead to disqualification.
  4. Language and Subtitles:
    • Films can be in any recognized Indian language but must include English or Hindi subtitles to ensure accessibility for all festival attendees.
  5. Submission Method:
    • Films should be submitted via a Google Drive link to the given email address.
    • Submissions must be emailed to nirdpr6thfilmfestivel@gmail.com and include the participant's name, age, gender, address (with state), and mobile number.
  6. Awards and Recognition:
    • Each of the three themes mentioned above will feature two prizes:
      • First Prize: ₹50,000
      • Second Prize: ₹25,000
    • Additional three jury awards: ₹10,000 may be considered based on the quality and number of entries and the final decision of the judges.
  7. Disqualification:
    • Any film violating copyright guidelines, submission criteria, or technical standards will be automatically disqualified.
    • NIRD&PR reserves the right to verify the originality and legality of all content submitted.
    • Mere participation in the film festival will not guarantee any prize.
  8. Judging and Awards:
    • Entries will be judged on creativity, adherence to theme, quality of narrative integration, and technical execution.
    • Prizes will be awarded under each category with the potential addition of special jury awards based only on merit.
  9. Final Note:
    • This festival celebrates the spirit of rural India and its cinematic depiction over the last seventy-five years. We encourage filmmakers to prospect into archival footage creatively and responsibly, ensuring a respectful and legally compliant portrayal of our rich cultural heritage.
  10. Submission Deadline:
    • All entries must be received by 31-01-2025. Late submissions will not be accepted.

  • The theme of the film should be confined to any of the above-mentioned topics. Films with themes other than the mentioned topics will be rejected.
  • A self-declaration stating the certification of content and footage should be submitted along with the film.
  • The Institute reserves the right to use the selected films for training and research purposes.

  • Entry Form with complete details of the director and producer.
  • Bio-data of the filmmaker(s).
  • Declaration regarding the originality of the filmmaker's work.
  • Synopsis of the film.
