Centre for Panchayati Raj

Centre's Mandate


The Centre is mandated to cater to the training and research needs of Panchayati Raj Institutions (PRIs) as institutions of self governance in the country. This mandate is achieved through structured participatory interventions and facilitating social audits through a holistic framework and leading to a non-discriminatory and gender inclusive development, promoting social justice and equity.


Structured interventions for capacity building of elected representatives of PRIs, Government officials and Civil Society members leading to strengthening of Panchayati Raj Institutions with special reference to planning and implementation dimensions of local governance.


  • Conceptualise, design and organise training, research and consultancy programmes for elected representatives and officials on Decentralised Governance, Rural Development Planning and Effective Programme Implementation through Panchayati Raj Institutions.
  • Contribute to Policy Formulation and Programme Implementation for Panchayati Raj Institutions in the areas of: Basic Service Delivery, Governance contextualised to Gender and Scheduled Areas, Right to Information, Effective Local Governance, Panchayat Finances, Inclusion of Marginalised sections and Gram Panchayat Development Plans.
  • Identify and evolve mechanisms to facilitate people’s participation in decision-making process in gram sabhas, mahila sabhas, ward sabhas and other local structures.
  • Collaborate with both national and international agencies for conducting research and training programmes.
  • Collaborate with national and international organizations for consultancy and field-action Projects.

  • Conduct of Action Research projects and building of beacon Panchayats and immersion sites as centres of peer learning
  • Documentation of Case Studies
  • Inputs for policy making through research studies
  • Strengthening the Gram Panchayat Development Plan process and methodology
  • Designing distance education mode/e-learning modules for Panchayat Secretaries on PR administration and Governance
  • Preparation of reference material for both elected representatives and functionaries of GP
  • Designing National Training Plan for Schedule V and North East States
